What Is The Behaves Well Framework?
The Behaves Well Framework is a governance standard — not a product, not a methodology, not a brand. It is a structured, evidence-based specification for evaluating and designing intelligent environments that behave with transparency, accountability, and human trust.
Mission
Intelligent environments are becoming ubiquitous. Buildings, homes, retail spaces, healthcare facilities, and public infrastructure are increasingly equipped with networked sensors, actuators, and decision-making systems that perceive, respond to, and act upon the people within them.
Most of these environments have no formal standard for how they should behave. They are designed, deployed, and operated without a shared vocabulary for what good behavior means — without a framework for evaluating whether an environment is trustworthy, accountable, or explainable.
The Behaves Well Framework exists to provide that standard. Its mission is to establish and maintain a canonical, evidence-based specification for the behavior of intelligent environments — one that is rigorous enough to be cited, flexible enough to apply across sectors, and honest enough to evolve when evidence demands it.
Governance Role
The Behaves Well Framework is the canonical home of the standard. It does not operate intelligent environments. It does not build products. It defines what good behavior means and maintains that definition through a transparent, evidence-driven process.
Publish the specification
The framework publishes and maintains the versioned specification — the authoritative document that defines the six responsibilities, the vocabulary, and the patterns.
Maintain the vocabulary
The framework defines and maintains the canonical vocabulary used across the standard, ensuring that terms are used consistently and precisely.
Manage evidence status
The framework assigns and updates evidence status to each principle — Validated, Refined, Challenged, Emerged, or Deprecated — based on evidence contributed by research partners.
Publish the changelog
Every change to the framework is documented in the public changelog, with the evidence that drove the change and the version in which it was made.
Coordinate research partners
The framework coordinates with its three research partner sites, establishing the evidence contribution process and ensuring that observations from real-world environments inform the standard.

The environment represents itself and its state accurately.
Identity
The environment knows who is present and acts accordingly.
Operational Trust
The environment behaves consistently and predictably.
Stewardship
The environment is maintained with care and accountability.
Continuity
The environment preserves context and history across time.
Concierge
The environment anticipates and serves the needs of those within it.
Canonical Vocabulary
The framework maintains a precise vocabulary. Terms are defined canonically and used consistently across the specification, principles, and patterns. A selection of foundational terms:
Intelligent Environment
A physical space equipped with networked sensors, actuators, and decision-making systems that enable it to perceive, respond to, and act upon conditions within and around it.
Caretaker
A person or role with defined responsibility for the operation, maintenance, or governance of an intelligent environment.
Human Trust
The outcome the framework is designed to produce — achieved when occupants and caretakers can rely on an intelligent environment to behave consistently, transparently, and in accordance with its defined responsibilities.
Explainability
The capacity of an intelligent environment to account for its behavior — to describe what it did, why it did it, and what it will do next — in terms meaningful to its occupants and caretakers.
Research Partners
The framework is continuously refined through evidence gathered from three research partner sites, each operating independently in a distinct intelligent environment context. Research partners are evidence contributors — they observe, document, and report; the framework evaluates and incorporates.
